Should relative apply in Canada or London?

We've just got the request for our passports to be sent in to be stamped with our visas. Now my wife's brother has decided he'd like to come over too. Is it possible for him to live with us in Canada, and if so can he apply to a Canadian office or should he send his application to London and give our address in Canada? (And are there any other important considerations?)

Sorry, I know that's several questions, but will be grateful for any help.
