It should state the purpose of the transfer on the letter you received. Probably sent to expidite things.

I havent received a hard copy of the letter yet. I found out my application was sent to LA through the online tracking system, would it still say the intent there?

I havent gotten that far yet but I have read on the immigration blog that others have received letters about file transfers and that they tell you why it was transferred. It will tell you that it was transferred for the purpose of expidition. Good luck!!!

How did they instruct you to make payment? Online? We want to pay our Right of Permenant Residency Fee but have not been able to get a response as to how we should make payment....

I paid the RPRF requested by buffalo. I paid online. When asked to enter where the appliction would be sent you choose mississauga. Then when everything is complet you print the receipt fill in your information including Client ID number and mail it to CPC (RPRF) Mississauga same address you sent your application. Then they should notified the buffalo office. I send it express so I could get the tracking number that they receive the receipt. Or you could pay at the bank have it stamp and the mail the receipt.
