DOL and DHS claim to work independently of each other. In fact DOL says they know nothing about the July bulleting fiasco! Likewise, DHS/USCIS claims to know nothing about the PERM process or the inefficiencies in Atl and disparity between Chicago & Atlanta
Guys I dont think it will make any sence trying all these flowers stuff etc. As per some friends of mine Dol might get more slower with their approval process because USCIS already have a huge backlog and more are going to come by 17th August 2007. So they might slow down the process of approvals so that they can atleast restrict more to add to the pile. Dont get dishurtened but to me as well this seems very true after seeing the way they work.....So just keep praying coz only that can help....
Why this applicable to only Atlanta center. If this is the case, it shold be apllicable for both centers. Right????

Yesterday's notice mentions ONLY about PD. It does not say about labor approval date. Our PD is the date we APPLIED for labor

Approval can be before August 17th as long as the PD is before July 31st. I have confirmed this with my lawyer.
PS:your packet should reach the USCIS ON or Before 17th though.

Guy’s USCIS withdraw last notice. And as per July Visa bulletin People can apply who has labor approved before July 31st, 2007. They also published another Visa Bulletin August 07 (UUUUUUUU).
Logic is very simple……… they withdraw the July 2nd notice.

What does the second notice/withdrawal have to do with priority dates??
whatever happens, your priority date is teh date you applied for labor. And if your PD is before July 31, you can apply.
Example:
1) Apply for labor on July 31. PD is july 31. Approval on Aug 14. - CAN apply
2) Apply for labor on August 1. PD is Aug 1. Approval on August 2 - CANNOT apply

This is related to labor certification process at the Atlanta PERM Processing Center.
PERM applications from Mid-west and West cost are processed at Chicago center which is having a turnaround time of 8-10 days while Atlanta, which process applications from the East cost, has turnaround time of 130-160 days.Currently there are 1000's of PERM applications pending at Atlanta PERM Processing Center. There are people waiting for their labor applications (First stage towards attaining permanent residence) to be approved for more than a year. PERM Centers were established to process applications in 90 days, but there are 1000's of cases that have been pending for more than 3 months now. There is no visibility into the process, it is slow and makes life tough people who are here on an H1 or other work visas.
Dept of State has just came out with the updated visa bulletin which allowed all the applicants with the PERM approved to move to next stage of their Green Card process, and set up the dead line for that as Aug 17th 2007. Thus it is very important that Atlanta should process application at the same speed as the Chicago to have parity and fairness. But this is not happening and applicants who are on the East cost are paying heavy price for living in this part of the country.
A person who applied for PERM two weeks ago at the Chicago ( because he lives on the west cost) would get approved in 8-10 days and would be able to move to the next stage of Green Card process. However, if a person apply to the Atlanta center would have to wait about more than 3 months to get his application approved. In the present scenario when the visa dates are current, west cost people are moving rapidly ahead in the GC process. It is not because they have done something unusual but because of the long processing time at Atlanta center which is taking 10s of times more time in doing the same thing which its counter part (Chicago) is doing so quickly and efficiently.
I hope as a head of the department you look into the issue thats effecting thousands of legal immigrants and their families and resolve it. If we miss this current window, may be no body knows how long we need to wait to get our priority dates as current. Please keep our hopes alive.

IF some of us are not sending flowers, it doesn't mean that we don't want this situation to be resolved. However, I personally think that sending flowers or chocolate won't change a thing. Just think about it for a minute. The employees are DOL are sitting there and they receive these flowers and say one of two things:
- Oh look these people are nice, so we are gonna change all of our process to go faster.
- Oh we feel bad for these people, we should do something for them!.
I am not being sarcastic, but i think that real solutions are needed. When a Senator or a Congressman office investigates into one of these things then you can expect results.
I work for a Govt agency and I see this on a daily basis.
I am just like us all frustrated, but have a different opinion on the approach. I wish good luck to all of you here, cause I feel your pain.

I respect your opinion. I have had the very same opinion for a while and have changed mine too.
With 'flower campaign' we are just trying to motivate these 'government' employees atleast for a week or two so that a person certifying or processing 10 applications will process 12-14 instead. Even that is a 20-40% increase,which I think is significant.
We are letting them know our sense of urgency, who may not be aware of the situation at all.
If for nothing else, it's another stone in the dark. I'm not trying to convince you to send flowers to ATL, I'm requesting you not to discourage people who are trying to do so. I'm 200% sure that all these efforts will not go waste.
