ok this is my situation.
I came to canada toronto a few weeks ago and managed to bag myself a very nice I.T job.
I am now going to apply for the Skilled Worker Permanent Resident.
The thing is BEFORE i came I gathered all the documents required to file for my application.
Will my application be fast tracked or expedited with my arranged employment?
My mum has my application back in london, do I get her to send the application and documents to the CHC there or have her send it to me here so I send it to the buffalo office OR have her send it to the buffalo office for me?
Can anyone please advise?

As you are in Canada you should apply @Buffalo.
@Buffalo it will take 8 - 24months depending on the profile / documentation. You will definitely have preference because of the arranged employment. I applied last year with AE [IT Job] got PR just under 12 months.
Note:- I did the mistake of not taking the IELTS exam initially which obviously added few months to my processing time.

WESTCOAST, everyone is telling me to file at london UK office (as that is where I am citizen of) and they can fast -track with arranged employment, apparently Buffalo does not do fast-track even with arranged employment.

Taking IELTS is a choice as it has been discussed extensively on this forum, just scroll down and read topics on IELTS.
But the truth is that with IELTS, you hardly get delay of CIC asking you to go and take the test- waiting time.
And more so if you desire a certain mark to make 67, best form is to take the test otherwise the cic officer might decide to score you any marks he/she feels. So to be certain of the mark you want to get and avoiding delay- just take the test.

If you are a british citizen and you mother tounge is English, do you still need an IELTS?

yet I have to prove myself to the Canadian government!!

I can't comment on the fasttracking part - but yes AE definitely helps.
