Topic: Courier Services
Posted by happy (11) 02 Sep 2007
Hi Everyone,

CIC, Buffalo had asked us to send our passports for visa stamping and for that I need courier, who can take my post and deliver to CIC in Buffalo. But to my surprise FADEX, XPRESS had refused that they do not take PP and informed that no courier will accept also. So I checked with Indian Postal Department. They even refused.
Now if no courier or government postal services deny to take Passport as a post to be delivered then how to send it ?

Can you please guide me ? Anybody faced same situation and how find the way out ?
Thanks in advance.

Well I live in Canada, When I renewed my passport, I sent via FedEx to the USA (coz my country doesnot have emabassy in Canada). In my opinion you can explain the situation and FedEx should be able to help you.

I learn from the Indian Postal Department that Indian Government does not allow Postal Department or any private or international courier to accept Passports for delivery in any foreign country. All of them are allowed for domestic deliveries of Passports.
So, in reality no option to send Passports for stamping to Buffalo.
I am deep in trouble, as I need to send them immediately for stamping.
Can anyone have any idea ? or experience of this kind ?
Can anyone find out solution ?

We are getting delayed for such a small task. Everything else is okay.

I felt really sorry for you. If you know some travel agents they might be able to help you. You can request travel agent if some can mail you passport from over seas. Give them prepaid Fedex evelop. They can mail your passport from another country. Again, but you have to be very careful the person who is carrying your passport.

I know there is trouble with Indian passport for sending out of country. I suggest you to find some one who is going to USA and guide them how to post it from USA to Buffalo with return envelop. You may need to change your postal address from India to USA as CIC will not return your passport by international courier. Any once it has been stamped , the be cool a nd wait for some one who could carry it back to India. This is the only options left for indian guys and it's due to Govt policy.
I am also in the same boat, but my country allow sending passport to USA and courier are ready to take my passport to USA but, my postal address is in USA so I will arrange some to take it back to my country or use courier t for retrun as well.
I hope this information will help you to get through this situation.

Thanks for the time and efforts and more importantly the concern you have expressed in replying.
Yes I had thought this option, but it is hard to find some one who is reliable and willing to carry them.
As in India lot of case of human trafficking have surfaced in recent and now security at the airports
are high and when someone is carrying some other person's travel docs then they are under suspicion
and that invite troubles, so nobody will be happy to carry them, that I understand, even I tried that way
but without results.
So only option was to travel myself and that I have done, although it cost me a lot lot and my time.
This was the part of game. But in my case I didn't knew it before, otherwise, I had planned it before
and the time I lost in figuring out would have been saved.
I would advise you as you are in the same boat. Sending travel docs through courier or post may invite
some serious consequences, which you are not at present foresee. But, please make sure every aspects
and then go ahead. Other wise I recommend going personally, although it involves huge cost and efforts
thanks once agian

There is no secure way to send passports outside India. I have checked with all concerned government authorities like postal department, customs, passport office and aviations and the international courier services like Fedex. All have told me same thing that they are not legaly authorised to carry passports outside India and if they found such documents being sent they will hand over to Passport office and then to get back from them can be hell of a job. Besides if someone takes and can sell.

Even my attorny in Canada also cleared that it is illegal to send passports outside India. So no way, except to carry them either if there is someone whom you know and have complete trust and provided he/she ready to carry your passports then you can send with him/her. But don't forget to give complete authority in writting by each individuals describing the circumstances to carry passports outside India on your Behalfs. But then receiving them back in India will also a problem.

There can be problem sending through someone. Best way is to go personally and finish the job. I know it is time consuming and expensive, but no other go.

Before taking any other step pl write me. if u wish I can give my personal e mail id.
good luck

This is one of the most interesting discussion I saw :) I do have one question for you Happy!!!!

Cant one update Buffalo consulate to get the visa stamped at New Delhi consulate? I guess given such situation this is something they should be considering. Did you check for this option with consulate?

I have checked with CIC New Delhi office and requested them to get our passports stamped describing my situation and legel parameters, which are beyond. They replied that they are not authorised to stamp here and it only the CCG, Buffalo can do.

There is no option in present situations, but to go personally either to Buffalo or go to Canada and then sent it thru Canada post or courier.

This is the price one has to pay while immigrating.

The present Immigration minister is trying to amend this and if she gets approval then people like us who have applied from Buffalo and are in Canada they no longer will need to leave Canada for landing process. It can be done without leaving too.

What I learn from the Indian Government authorities that sending or receiving passport through mail, courier or similar ways is illegal and have serious consequences and one may have to undergo lengthy battle. Which I am sure none of us will want. Already we had waited too long for the PR.
In this situation only 2 options one have :
1) either send and receive through person who carries your PP or
2) personally you opt to travel along with PP
If you opt to send PP with friend or relative ( to my which is advisable - instead sending through not known person) you need to give him proper authorization to possess and carry your PP with proper identifications. Without this authorization the person who carries someone else's PP can attract doubts in the eyes of custom officers and may create problem.
Even if you opt personally to go then also I will advise to have authority letter from all of your dependents- spouse and children.

if you have further question you can write
good luck

Thanks for your response happy.

I found a courier service in US which actually agress to send passport to INdia ----its UPS. They say there is no problem if you are sending it directly to embassy but cant send it to anyone else. Not sure if I can trust them.

The only other option is for my wife to carry my passport with her and then someone else will bring it back. What kind of authoriozation letter to do I need to provide ? Is there a partucular format and should it be signed only by the person who is sending or both by the one who is sending and one who is carrying

It is really tough to deal with these CHC guys. I really appreciate your help.

Hi,

please check thoroughly with the UPS before taking decision. Tell them that you are sending passports to India, because when I talked with UPS and Fadex and other international couriers telling them clearly that I am sending passports then they denied to accept the parcel and informed me that they are not authorized to courier passport. So my dear friend make sure and convince yourself.
I know how hard is immigration. But if you are clear, frank, and truthful then you will find solutions of all difficulties you may face. So don't worry. Keep going.
Keep me posted. My email id is anmukhi@gmail.com, if u want to use.
Good Luck
