You have to choose the first and second official languages irrespective of your proficiency. These are the only Canada's Official languages (only two languges). If you are more proficient in one, that becomes your first official language. In your case your first official language will be English and second official language will be French. Hope that answers your query.

BRICKWALL...ADVISE FOR YOU: IF YOU HAVE NO PROFICIENCY IN FRENCH, JUST LEAVE THE CHECK BOX OPEN AND WRITE N/A BESIDE IT IF NO BOX OPTION IS GIVEN YOU TO WRITE 'NONE or N/A'. FOR A FACT THIS IS EXACTLY HOW YOU NEED TO GO ABOUT IT.

I think it does not really matter, whether you leave it blank or mark French as your sencond language.

In my case, I also do not have any proficiency in French and I marked it as my second official language and it all went through fine.

Elsewhere in the application you are anyway required to mention about your proficiency in French and English, Hi, Low, moderate etc. for language points.

So, dont care about this, leave it blank or mark it as second language.
