Why do you need police records from US cities? CIC asked you for that? That is strange.
Send the records when you get them. If you think it will take more than a few months to gather all information, dont wait to gather it all, ust send as you receive them (or several together if you get them close to each other).
You may want to send via certified mail.

it says where ever you stayed more than 6 months, you need to send for those city police verifications?
can I send 6 months old FBI clearance? and 10 months police verifications? or these are too old?

For the US you only need to send FBI records. They may ask you to send police verification from the state(s) you lived in, but usually FBI would be enough. I havent heard them asking for city police record from the US.
I dont think it says city police, it says country police reports. Or are you talking about some specific letter you got from CIC?
I dotn think 6 month or 10 month old records would work. You should get new ones.

Read the instructions. You need to to submit records for Federal, State and/or Territory.

I am living in same city from last 3 years. However I didnt get any state record but only FBI clearance. Thats was good enough for my entire application duration.

Have you read the instructions for police certification? If so, I am sure you would have read that you need to submit police certificates from every country where you have lived for more than 6 months. So were you in your home country for less than 6 months? If so, you wont need the certificate. If not, you will.
Do yourself a favor and re-read the instructions. Your questions show that you haven’t really read the instructions properly.
CIC website also lists how to get police certificates from each country. I suggest you take a look at that as well:

One more thing to add - you need police clearance from every country where you lived 6+ months AFTER attaining 18 years of age. So if one lived in country A till 18 and then in Country B - PCC only from country B is required.
PS: It has been time since I have taken look at http://cic.gc.ca. However I can still feel I remember many things :) Update is sheer based upon my understanding.
