You bothered them prematurely and now they think you NEED your passport, so they are sending it back to you until they are ready. The process is not complete. They often finalize background checks after Medicals are sent in. The process goes: Prescreening, INITIAL Assessment (calculation of points), Medical & Background Checks, Decision. You can find this information on the cic website. I bet they get so sick of being harassed by impatient people who do not bother to educate themselves on the process. Didn't you read the instruction section on how to speed up the process? It says do not contact them unnecessarily. You are now an example.

Ignore that stupid reply and *don't panic*.

It's clear from your post that they requested your passport since you wrote "I was asked to submit my passport to affix immigrant visa". I'll bet they asked for your passport, 2 photos, and a form containing your height, hair & eye colour, right? And now they reply saying that your background check is still pending.

To answer your question, they are so busy that sometimes they don't know what they're doing. Somebody goofed... hence the apology. They were probably expecting the background check to come in before too long, hoping you would not notice the delay, but sometimes these things are unpredictable. It could also be that you have lived in more than one country, hence need multiple checks and some are complete but not all of them. When they prepared to finally issue your visa they did a check to see that everything was in order and discovered that one of the required background checks was missing.

Hi. Can anybody tell me???

I have some questions about do I qualify for Skilled Worker Immigration to Canada within following information:
1. Education: 10 years of high school, 5 years of university in Tajikistan (degree is unknown since there's no mentioning in the diploma whether is Bachelor or Master), 2 years of college in the USA.

2. Age: 28

3. Expereince: 6 years

4. Language: ILETS results are 5.5 moderate

5. Adaptability: my spouse has 15 years of education - high school and 5 years university. Also she has IELTS results 5.5 moderate.

6. No relatives or job offer.

Now, I have two question:

1. Do I qualify and how many scores I will have from 67-100?
2. What is the score for my education? 20, 22 or 25?

I do not wish to sound sarcastic, but if you can't self-assess yourself,

http://www.cic.gc.ca/english/immigrate/skilled/assess/Education.asp

then you're probably not fit to immigrate to Canada under the *skilled worker* category.

BTW the current pass mark is 67. If you're below that, then you probably won't qualify.
