If I work for the company in Canada using work permit, do I apply the PR in Canada? or do I have to submit my application to Buffalo? but what if I do not have US visa to go for the interview in Buffalo? You can apply for US visa from Canada for interview. If you are working inside Canada in work permit, CIC will most likely wive your interview

Sorry I did not read all your problem once. Your application will go to Buffalo either you applied from US or Canada. When CIC ask for interview, you can apply for US visa from Canada . If you are working inside Canada in work permit, CIC will most likely wive your interview for your immigration

I would say after you get work permit but again It would be good idea to get suggestion from lawyer

I am not aware of any reason why you need to wait. My opinion is you can apply for your GC now and later when you move to Canada file a change of address with them.

You will get 15 point for arrange employment. Add 5 more point in adaptbility too. It would be good idea to consult with lawyer.
