I'm in the same boat! And we share similar pattern, 1 hard LUD and 5 soft LUD, then nothing.

well, another soft LUD today for me.
Only for the main application. My PD is not current.
It seems uscis only touch my case when my PD it's not current!

My notice was generated on 01/24/08
I got Soft LUD 02/01/08, 2/13/08, 2/14/08, 2/20/08, 2/27/08...
NOID was issued on 2/13/2008
LUD after NOID replied: 3/13 (hard), 3/24, 3/25, 4/4, 4/6, 4/7 and 8/5/08
So, I have had 1 HARD LUD and 11 SOFT LUD. (The hard one was response received on 3/13 and was the only change in my status so far).

Hmm... at least I know what triggered my last soft LUD on 8/5/08.
Today I received a letter from TSC in response to a service request.
Weird letter, it says:
"Type of service requested: NON-DELIVERY OF PERMANENT RESIDENT CARD"
I never asked for a PR card not received, I'm not even approved yet!
"The status of this service request is: Your case is currently under review. You should receive a decision or notice of other action within 60 days of the date of this letter. "
It is signed by for officer XMO365
There is more, it says I asked to update my address and they remember I must use form AR-11 for that purpose and inform uscis within 10 days of moving. They are asking me for a complete and signed form AR-11.
I never asked for an address change, nor even moved from my current address for the past 2.5 years.
What's wrong with this people? Are they in drugs?

08/11 Mail received with RFE paper, asking evidence for birth, parentage and bona fide marriage, deadline to response is 09/03
08/25 Mailed response to NSC using UPS
08/26 NSC received response on 9AM
08/26 5PM, LUD "Response to request for evidence received, and case processing has resumed"
