Sorry to see what you have gone through. I can only imagine how you and the others that been waiting for months feels like. After all, I almost gone crazy in just 1 week. By going through different threads, Texas seems to have most problem linking the biometrics and sending out the actual card in timely manner. I truly hope you will all receive your card soon because nobody should go through this kind of torture again after years and years of waiting.

USCIS ombudsman is organizing a teleconference. This is published in http://www.ilw.com/immigdaily/digest/2008,0721.shtm#comment
Please register and tell him the ridiculous problem we met, which may help a lot.
Also, please write some formal letters to ilw.com to publish the problems there,
this may reveal the problem to the public efficiently.




Sent a request to CIS Ombudsman to be included in the conference call along with a question. In particular I have asked about Section III F titled "Card Production" in the 2008 annual report. My request is not guaranteed to work. Others, please send in requests as well. Hopefully, one of our questions will get picked up.

Dear XXX,

There is a card production problem in USCIS this summer.

For approved cases which require the production of permanent resident
cards or employment authorization documents, USCIS routinely makes
Card Production Order (CPO) and asks the immigrants to wait for 30
days for the physical cards. This process used to have no problem and
the petitioners could receive their cards in one or two weeks after
they received the CPO message from USCIS. However, since April 2008, a
lot of cases in USCIS Texas Service Center (TSC) can not get the
physical cards even after 30 days. After 30 days of CPO, following the
instruction on the approval notice, the immigrants should call
1-800-375-5283 to resolve the problem. But for many cases, when the
immigrants report the problem, the immigration officers in TSC simply
reset the CPO to a new date so that the immigrants have to accept
another 30-day waiting period. Some immigrants have been in this weird
loop for several months.

Without receiving the physical cards in time, the immigrants may have
to face severe difficulties in continuing their jobs or renewing their
driver licenses. What the USCIS TSC is doing should be examined by
USCIS.

Thanks this looks great and thanks for taking the time to put this together.
I was wonderting is it okay to use workd like "weird"?
May be add some more details of communication when we call in a good way, like they tell us you will get the card in 10 days... also why dont we get a definate answer and always a mysterious one? definate close the facts and not stories.


What do yawl think?

Updated information:

I just called USCIS customer assistance center in Washington DC for the problem of no card after CPO. One gentleman there said he already knew this problem as several people had already brought him to this issue. He said this is basically due to errors on the printed cards, of which many are printed in "low quality" and must be redone. (maybe, George's name, Dick's picture, Connny's FP on the same card?). His conclusion: Waiting... no other way?

Please clarify if customer assistance center in Washington DC different than Cutomer Service for CIS.
Did you also mention that people are receving cards from TSC, as posted on this thread today and yesterday.
Did he also tell you that the problem is with only certain cases like transfered cases from VSC>>>TSC?

Just wanted to keep you posted:
Law firm made an iquiry for my case last week.
Case status still says CPO. BUT there are LUD's within last 2 days for my case and my wife's.
I am not sure what are the LUD's for.

Where are the cards produced?

The Integrated Card Production System (ICPS) produces three types of
System cards: the Employment Authorization Document, which proves that a
person is allowed to work in the United States; the Permanent Resident
Card, commonly known as a Green Card, which documents a person's
status as a lawful permanent resident with a right to live and work
permanently in the United States; and the Laser Visa/Border Crossing
Card,13 which allows certain Mexican nationals entrance into the United
States.
Requests for production of these cards are processed and routed to one of
six ICPS printer devices14 operating at three different sites in the United
States (in Kentucky, Nebraska, and Vermont).15 In fiscal year 2000, INS
augmented its employment authorization card production capability by
contracting for servicing from a private firm at the Kentucky site.

Note:

Five of these printers can print any of the three types of cards.
The sixth printer can only print the Employment Authorization Card.

The Kentucky site houses four ICPS printer devices, and the Nebraska and Vermont sites
each house one ICPS printer device

McBush's reasoning:

Known factors:

1. No delay in NSC cases, so the 1 device in NSC is good.
2. All EAD is produced in Kentucky (according to other sources), the 6th printer must be in KY, not in Vermont.
3. At least one of the 4 printers which can print all 3 types of cards is broken, which is either in KY or VT.
4. Not only GC, but also EAD are delayed.
5. VSC-->TSC cases are affected most seriously.

Conclusion: At least one of the KY printers are borken, which is assigned for EAC cases for both EAD and GC.

Sorry! Was busy today contacting the local senator and congress person. Turns out my senator receives so many immigration related queries that he actually has a form available for this purpose. Will call this number tomorrow.

Update. Had talked to an IO yesterday. He mentioned he will look it and send an email.
In the morning today saw a soft LUD. CPO message same. Ordered July 2nd but date changed to 07/23/2008.

What do you mean by "Ordered July 2nd but date changed to 07/23/2008. " Does it mean they reset your CPO date to
the new date 07/23/2008. Or just a soft LUD today, but the online message is still, "On July 2nd, 2008, we ordered production of your new card"?

Ok. Called the 202 number provided by McBush this morning. A nice lady Officer Keith picked up on the second ring. She took both our receipt numbers and put me on hold for a couple of minutes. She told me that my card had been mailed. I told her that I have already received it, but I informed her that I was enquiring about my wife's case. She said she had called 'them' and was waiting for a call back about my wife's case. She said she would get back in 24 hours and talk to my wife after she has some more information. I gave her my home number.

Well, she called back within half an hour and talked to my wife. She basically mentioned about the biometrics and took down the actually address of the ASC where we gave our biometrics and the date we gave it. She said that 'they' were downloading it from ASC as they spoke. She also said that nobody had made this request until now! Anyway, she asked my wife to wait 30-45 days for the card. She said "it should not take so long but...". When my wife asked when we will be notified via email about the CPO, she said we will not receive any email. I do not know about that!

Anyway, do not know how much to believe this Officer, but she was certainly nice, responsive and sounded helpful. BTW, have not seen an LUD after this conversation yet. So, do not know if this conversation will bear any results or not. But, at this point, nothing matters as long as we get the card in the mail and all the information on it correct. Either way, thanks McBush for this new number.

That is good news and quite responsive. Point to be noted is she mentioned "She also said that nobody had made this request until now! " which tells me that talking to IOs previously did not generate any search. That's strange. Good that you called and the officer got back to your wife promptly.
That's a good sign. I think the LUDs take a little time to show up. I'm sure there will be a LUD later today on the case.

Someone posted a link to another forum discussing the same problem (http://www.immigration-information.com/forums/showthread.php?t=5470). In that forum Ron Gotcher responded to the poster a few times. Here are some responses from Ron:

About responses from IO:
"I've always believed that the best way to tell if the CIS is lying to you is to see if they are telling you something. If they are, then you know they are lying. It could well be that the guy who said that he would look into it really intends to look into it. It could also be that he just told you that to get your off the phone and keep you from calling back for 30 days. There is absolutely no way to tell, other than waiting 30 days to see if something happens."


About not finding biometrics:
"If they will give you a new appointment - take it. That is a certainty. Counting on them to look for your old information, find it, and then act on it is a recipe for disaster."

So, everyone knows not to believe what USCIS says. Why do they waste their time and our money (filing fees) by offering this service?

Updated information:

I just called TSC. A very nice lady got my daughter's receipt number and asked me what problem the case has. I told her that the CPO was done 62 days ago, but no card received. She asked me hold the phone and went to ask other IOs. One minute later, she came back and said: "We have a ... 2nd-level system problem... but your card should be put in mail TODAY!"

What 's 2nd level-system problem?
Maybe some contractors complain of high gas price and only go to work for two days a week?

That definitely is a good news. I hope u receive the mail soon.

BTW I happened to call TSC today and I got a similar answer. Cannot lookup my case as there is system problem. in fact I was advised to call back after a week. I think they are all just trying to handle the surge of calls in a stupidly innovative way.

I got two emails "Card production ordered", then, two days later, "Approval notice sent". The whole process wasn't too bad - it took about a year and went relatively smoothly - no RFE on I-140, a simple-to-reply RFE regarding I-485, no mishaps, just a little too long than it should be. In general, I have no complaints about the quality of USCIS work. Wish same to all of you.

I also called the 202 number. I talked to the same officer as arihant. She told me that they are aware of problems, and that she will try to "jump start" my case. If that works, I just have to wait for my card, if she runs into any problems (e.g. it will take longer to get my card produced), she promised to give me a call.

Update - I called the Customer Service # in Washington, the one McBush posted. The officer was nice and pulled my case with A#. Looked at the details and said that they are wokring on it she can see the card has not been mailed yet. She also mentioned there are some Data changes and they are updating that. When I asked her what does DATA CHANGES means she said she does not have all of the information but can see that some data changes are there and the card is gone to the printer.
Not sure what does data changes means?

I called DC # too. One gentleman also told me there are data change. He was also confused by TSC and asked why they tried several times to order the cards. I said he would call me back once he found that. I guess some one entered some wrong data
in these cases, that 's why these cases cannot pass the printing. God bless us!

McBush if DC people are right then what can be the data change? I think after calling it came to their attantion that something is not right. TSC just release the card to print without making sure if further it will work. These are all my guesses but still have not understood what/where can be the data change. Do they mean data change for our approved case? or data change on how ht cards are sent to the printer and printed? we should keep guessing :(

I guess they are changing the information of the printing machine for our cases. They have several machines for printing cards.
The cases are sent to printers electronically. According to the link in my previous posts, the CPO process is automatic. The information of the cases is automatically fed into the printing machines at different sites. If a batch of cases cannot be printed out at some machine, they must change the data for routing these cases. I guess they route the cases with the receipt number. Different receipt number route the case to its specific machine.

Thanks McBush. That's good to know. I think when we get our cards we should open up a GC Consultancy Services.:)
This journey makes me feel like an immigration lawyer now. Maybe I can now appear for BAR exams? or whatever it's called. I'm sure we'll score well than the CIS folks! ;0)

Let's see how much these Washington officers have helped us after our calls :)

It should not be that difficult to re-route our cards info to a printer.
