I just want to reconsile my life with GC processing. When would you consider this PD coming current....

No, EB3 Skilled and Professionals still Nov 2001 PD ,but "OTHER WORKER" which is another category under EB3 only JAN03.
Please go through June/July VB and u can find answer for EB3 category

Mine is EB3 - April 2001 and I don't have much hope on approval for next 12 months.
I dont really see it's going anywhere.
I 485 might be approve by next year-

Last year USCIS issued almost 17000 GCs to EB3-India, but it seems that this year the figure will not cross even 3000. And if that is the fact then I think that in one fiscal we will be able to move by three to four months only.

Very difficult to predict. In a recent Visa Bulletin USCIS stated,
"Demand for numbers, primarily by USCIS for adjustment of status cases, will bring the entire Employment Third preference category to the annual numerical limit by the end of June. As a result, this category will become “unavailable” beginning in July and will remain so for the remainder of FY-2008. Such action will only be temporary, however, and Employment Third preference availability will return to the cut-off dates established for June in October, the first month of the new fiscal year."
This means that starting from 1st October 2008, EB3 should return to the cut-off date that was set for June 2008. This was 1st November 2001.
After that, it all depends on the Visa usage. My PD is March 2002 (India) and I am optimistic of early next year (Jan-March 2009) because,

I could not agree more, but do u think there are more than say 2500 applications filed between nov 2001 and july 2005 to deplete the quota for next year ?
There are many references across the sites as to the expectations - like this is going to move by 12 months and all that.
for eb3 india to move 8 months, in a simple arithmetic progression, it would probably be june for my time to come.

Ok, if you look at the pending EB3 ROW cases, there are not that many left. Every year EB3 gets 40k numbers. Ii seems like ROW and other cannot eat up all 40k in 2009 taking country limit into account. That means ROW will become current and my guess is around Feb 2009. Later in the year the unused numbers will be allocated to retro countries like India. So, I think it (EB3-I) could go up to mid 2003 by the end of 2009 (sep).

Another possibility is if EB2-I/china becomes current and I think it will, that may happen later in 2009 when EB2 India and China get unused numbers. If they (India and China) cannot use up all the numbers then they will fall down to EB3. Remember EB2 get a lot of numbers from EB1, all together both categories get around 80k out the pool.

It would take atleast couple of years to clear the EB2 India/China applications backlog, unless the senate approves the bill to recapture the unused visas from the yesteryears. Moreover, EB1 queue has very low volume compare to EB2 queue so there will be less chance for the spill over from EB2 category to EB3 category. Moreover, as per USCIS defined procedure EB1 unused visas should goto EB2.
Having said that, EB3 still has a chance. This time, USCIS have chosen the EB2 category to use all the spill over visas. Like that, in coming years, they might put EB2 on the back burner and give EB3 a chance to receive the spill over visas. In that year, EB3 cut off date might come close to the EB2 cut off date.

I think the spillover rule is predefind EB1 > EB2 > EB3, so they (CIS) cannot change it next year. My prediction is based on total EB1 and EB2 getting 80k numbers next year (2009) and I don't think there will be that many application pending in both categories.
