Topic: Physical Card and Card approval copies tracker
Posted by rosezard (40) 03 Jun 2008
Emails:
May 12= CPO
May 13= Welcome notice
May 20= Approval notice

Mails:
May 16: Welcome notice
May 22: GC

My lawyer mailed me our approval notice(my husband and I).
The strange thing is: IT IS WELCOME NOTICE AGAIN with ND of approval notice. Any suggestion would be appreciated.

08/19/2005: Why Two Different Types of I-485 Approval Notices?
(reply) (report this)
Posted by arihant (90) 03 Jun 2008

Hi,

If I am not mistaken, in all your cases (raja2008, chomp2, etc.) you had changed your address after filing 485 and the cards were sent to the wrong address. Well, we have not changed our address in over 5 years before we even started the entire green card process!

Well in my wife's case, we did not even get the 'card production ordered' email even though the physical welcome notice says we should get the card in 3 weeks. So, it seems like the card was not even ordered for my wife while I already got the card. Also, in case RogerFederer's wife, I think she received a Biometrics notice. We have no mention of biometrics in my wife's Welcome Notice, nor have we received any biometrics notice so far.

So, It seems like they simply forgot to order cards for her! Of course, I am unable to extract any info by calling them because it has not been 3 weeks yet! They are not even researching our particular case! Let us see if we get the same 3 weeks run around at Infopass today or if, at least they will research on what has really happened! As usual I am going with minimal expectation on learning anything useful.

INFOPASS! Well why don't they just call it PASS-NO-INFO and be done with it! What a ridiculous waste of money to have this service. Is this how USCIS is wasting our fees? And what a waste of my time to even take an appointment and go there!

Explained the situation to IO that I got the card but we only got welcome notice for wife. I also ask him if we can get her passport stamped. He says he cannot do it without the actual notice. He then spends a few minutes looking things over while I start fishing out the original Welcome notice for my wife from my list of documents. All of a sudden, DING DING DING...he makes a discovery! "Well, your case has been approved!" Well, DUH! Like as if I did not know that! I explained to him patiently that we know and that the reason we are there is because my wife has not received her card yet. In fact, we do not think card production has even been ordered for her. Well, he spends some more time typing on his computer and then tells us to check back in 60 days! 60 days! The actual Welcome notice says 3 weeks. Well, he did not comment on it. All he said was that they do not have control over it at the district office. Every thing is done at the Service Center and he cannot reveal how I can contact the service center. So, then I ask him again for the passport stamp after showing him the Welcome notice. This time he says, "Well, if you have this then I cannot stamp her passport". WTF!!! I think he was just making stuff up and trying to get rid of me any which way while trying not to serve me in any fashion!!

So, NO-PASS-INFO revealed nothing. So, I will start trying the phone route after 3 weeks!!! This is ridiculous. Why can't they just issue the card or tell us what the hold up is and be done with it. Haven't we suffered enough due to their inefficiencies? Why do they have to torture us even after the approval?!!!!

Almost everyone that post here received their GC in approx 7 - 10 business days AFTER receiving the "Card production ordered" (CPO) email. Is this the trend for those having their case managed in TSC?

In my case, my CPO message was shown as May 28 (Online Case check). So that means I should receive the card.. today??

I think I should receive it because all GC-related letters (except I-140), such as I-485 approval, fingerprinting notice, EAD denial, all got sent to my home address.

Is it a possibility that one could receive only Approval Notice email (and doesn't receive CPO or Welcome emails) and still receive the Cards in 7 -10 days.

Appreciate your response.

Possible, but hasn't happened to me till date. Got approved on May 13th and didn't get the CPO/welcome notice email and hence no physical cards either. I have taken I-551 stamped on my passport at the Infopass appointment and waiting...Good luck w/your case...Maybe you would be lucky like others are...

a2zgc,

I think you mentioned that they asked you to wait for 30 days which, it looks like, will be up next week. Are you planning on going on another infopass or calling them at that point?

In my wife's case, the Welcome notice says she should get the card in 3 weeks. It has been two weeks since the welcome notice email. 3 week period will be up next Thursday. I plan on calling them at that time to see what is going on. Infopass revealed nothing. In fact, they asked us to wait 60 days! The IO would also not stamp my wife's passport either!

Here is something I found in Mathew Oh's website from 2005:
- Nowadays, when I-485 is approved, in most cases the plastic green card is delivered to the new permanent resident in the mail from one week to two weeks. Sometimes, the plastic card is delivered to the new permanent resident in from four to five days, almost simulataneously with the approval notice. However, some people do not receive such plastic cards for a prolonged period of time.

- One can learn from the approval notice where his/her case falls. If he/she receives in the mail "Welcome" approval notice, it is an indication that the plastic card will be delivered in the next few days. On the contrary, it he/she receives the approval notice without the "Welcome" language and there is an instruction to schedule fingerprint and biometric collection, it means that the plastic card will not be produced and delivered until the fingerprinting and biometric collection are completed.

- Why this happens? According to the USCIS, if the I-485 applicant has already completed both fingerprinting and biometrics collection at the ASC at the time I-485 is approved, the card is digitally produced and mailed out instantly upon the approval of the I-1485 and he/she thus receives a message in the approval notice that he/she is "welcome" to the USA and will receive the plastic card (I-551) shortly. On the other hand, if the ASC collected fingerprints only and biometricts have not been collected before the approval of the I-485, the USCIS still approves I-485 but the approval notice will require him/her to schedule an Infopass appointment to collect biometrics and until the biometrics have been collected, the plastic card will not be produced even if the I-485 has been granted.

- Accordingly, those whose I-485 applications have been approved should read the approval notices carefully. If the "Welcome" approval notice is received but he/she fails to receive the plastic card in the mail in a few days or two or three weeks longest, he/she should call the 1-800-375-5283 number to notify the USCIS. On the other hand, those who just receive approval notice without the "Welcome" message but requiring ASC appointment should make an appointment and provide biometrics per the instructions in the approval notice timely and promptly. Otherwise, they will experience delays in receiving the plastic cards!

arihant,

I plan to call them after 30 days are over to raise a SR. Clearly, they haven't ordered the cards for us so far, as I haven't seen any CPO emails. We completed our biometrics in Nov 2007, less than 6 months before we got the approval. So I asked my lawyer and hementioned that the approval notice is a standard format where it says you *may* need one more biometrics. It could be still the case that we may have to undergo one more biometrics but for that they shall send in the ASC appointment, we cannot do that via Infopass.

So the bottomline is that it could be true that we may need one more biometrics, in which case we have to wait for the ASC appointment notice in mail. Or they just simply forgot to order the cards and after 30 days I raise a SR and hopefully (!!) they order the cards then.

The Infopass lady went to her supervisor and gave us the I-551 stamps on our PPs after checking our case status on their system.

With organizations like USCIS, anything can happen. You may be lucky to get your cards but then they may print the wrong dates/names etc, so just hope for the best and keep following up with them...

I am tranfering my case details from another thread, since it fits here better:

Approval email received on 5/1.
Welcome notice letter received on 5/5.
Status says: Card Prod Notice on 5/28. (no email received)
Nothing else has been received.
Still waiting...

Wife's:
Received an RFE for immunization and biometrics, 3 weeks ago.
Biometrics was only for index finger (WHY?)
caseStatusSearch says: "received response to RFE"

Both cases are in TSC

Wai I just realized that I NEVER received a "Welcome" letter.

The only things I received are:
1. Letter indicating that:
- My EAD and AP has been denied
- Reason of denial is because my Permanent Residence has been approved and it said "...the EAD and AP served no purpose..."
- Letter was dated May 22, 2008

2. I-797C Notice of Action showing that my I-485 has been approved. Notice date is May 29, 2008

I checked my I-485 status online and it says Card production ordered on May 28, 2008. Subsequently, the EAD and AP was shown as Denied per the 1st letter above. I can't check I-140 because my employer won't give the case number.

My Biometric was done about 3 weeks ago, prior to receiving the above.

I never received any EMAILS also, but that because I never signed up for one.

Is the Welcome mail include the GC card or is it separate? Now I am worried.

Just out of curiosity, what is the CONTENT of this "Welcome Notice"? I never received this.

Maybe this ist he other letter I received regarding the EAD and AP denial? The letter say something like:

"...congratulations and welcome .... as Permanent Residence."

Letter signed by TSC Director.

Welcome notice is a I-797C, Notice of Action form.

In the Notice Type section it should say "Welcome Notice" along with a section title and code.

Does your I-797C have this? If so, then that is the welcome notice.

Its just that that going through the rollercoaster ride with USCIS last 4 years, I would feel completely free the day I receive the card itself. And also I wanted to know what's the next email/mail I am suppose to receive from USCIS.

My I-797C form didn't say "Welcome Notice". It just said:

"The above application has been approved. Prior to receiving you PR card, you may be required to report for biomeetric processing...."

Now I am getting more worried. I didn't receive Welcome Notice and I still haven't receive my card while others do in 6-7 days. :(

warrior,

I think you don't need to worry too much about that. Your CPO is 5/28, it's not been too long. Just be patient. There should not be any problem.

My Approval date is 5/1 and I don't have the card yet. I even didn't call my lawyer about what's going on.

Things will turn out good. let's just be patient...

If it has been 15 days since the card was produced and mailed, do verify that they have the correct address.

My card was returned to the USCIS as undeliverable, and I am still waiting for it. I did fill out a change of address request for my I-485 in october and had gotten a written confirmation. However, I found out from an infopass appointment that the greencard was mailed to an address that was neither my current, nor previous address. It appears that their computers messed up, and linked my card to some random address.

All that you need is the CPO (Card Production Ordered) email and also the actual cards in mail, that's it, you are done once you receive it in mail and everything looks ok (I mean you do not see your wife's picture on your card or vice versa)...

Go celebrate guys, I am still waiting for the CPO emails. I did get the approval notices in mail and also had emails before, I wouldn't have cared if I had the cards instead, go fishing guys...

6/11 - Notice mailed welcoming the new permanent resident
6/13 - Approval notice sent
6/14 - Soft LUD

Most of the folks received CPO e-mail first and then the other e-mails but I have not received the CPO e-mail yet. In one way I am glad I got my 485 approved but on the other hand my company is currently planning to extend my 8th year H1 extension and they have to spend $3K for it. I told my lawyer to wait for at least a month before they initiate my extension so that I can save my company $3K. Well, my lawyer still does not believe I got my approval and they are trying their best to do my extension so that they can make some money. My 7th year H1 expires on Oct 31st,2008.

Anyway, that is my story. I just hope I get the CPO e-mail soon and of course the actual C sooner :-)

Take an infopass appointment, bring a copy of this approval email, a printout of the status in USCIS website and have USCIS stamp your passport with I'551. This is as good as having a physical card and in most cases is valid for a year
(reply) (report this)

You H1 is still valid for another 4 months. To renew your H1 you can still wait for another 3 months. You will get your GC card in another 20 days (30 days max). Atleast wait for a month, Otherwise as "luish73" suggested you should get a Infopass to fix this issue.

thanks luish73 and sangamam for your suggestions. I will wait for a month for the card and if nothing happens by then I will make an infopass appt. Fortunately USCIS has recently opened a new office in the city where I live and that will help me save some money on gas. The next closest USCIS office is like 3 hr drive from my city and that is where I got my FP done in Jan'08.

Here's an old article that describe the problem with issuing green card.

http://query.nytimes.com/gst/fullpage.html?res=9504EEDE1E38F936A15750C0A96E958260&sec=&spon=&pagewanted=all

This is really old news (10 years), but read this section::

"Lawyers say employers are leery of accepting the stamps as proof of residency, as are Government employees who use the cards to determine immigrants' eligibility for benefits."

That attitude, unfortunately, still alive and well with most employers. In fact, one of my friend who worked in another company as HR Assistant asked me about the stamp on the passport for eligibility to work in lieu of the green card for one of the candidate. She thought only green card is valid for that. She is an American and only know about green card and not I-551 stamp in the passport.
