If a person already received an RFE for his 485 case is that infer that his Name check is clear ?. In that case only PD and visa availability will withhold the GC issuance ?

mraryan, What I mean to say is they are not strictly going by notice date. Nobody is sure on how it works at USCIS.
Event in my case ND is Oct 7th 2007 with RD of Aug 15th 2007 and still the IO was able to process my application and issued an RFE for my case.

To answer your concern please take a look at the list of 485 approved cases and check their Notice Dates. They have approved 485 for ND of Sept/Oct 2007.
