Today I sent my application back to buffalo consulate as they suggested. I hope this time I will be assigned with AOR and my appliction will go in process...I appreciate all of the support and help I received from u guys...

Thanks njvr I got a reply today late noon from Buffalo Consulate. Seems like they want me to resend my application to them.
Refer their response below:

"If there was no cover page explaining why the application was returned, please send the application back to our office with the attention to: registry supervisor. Sorry for any inconvenience.

Immigration Section"

Guys...I sent an email to Buffalo Immigration for this problem which I reported originally in this thread. I didn't get any response from them yet. Can anybody tell me if they ever reply to our email? If yes ..then generally what's their turnaround time?

Thanks Canada4Life once again for your detailed response and trying your level best to help me. I agree with you that returning my application shouldn't have anything to do with IELTS but I guess I am trying to explore for all possible reasons. I have sent an email to Buffalo Consulate and hoping they will respond me in a day or 2. Once I get response I will decide if I really need to consult any Immigration lawyer. By any chance do you know any good/reasonable Canadian Immigration lawyer in San Francisco area or anywhere else?

I checked on Buffalo Consulate website's fee section. It clearly say that I can submit my fee either in CAD or USD. Please refer the link below:

I just deposited application fee as 550*2=1100 USD. I didn't submit Right of Permanent Residence fee ( 490*2=980 USD) along with application fee. I don't think this can be the problem as Right of Permanent Residence fee can be deposited later also. Let me know if you too agree with me on this.

Thanks Canada4life for your prompt response. I don't think I have same issue as yours. I applied for me as Principal Applicant and my spouse( with different last name though) as co-applicant. I attached all mine as well as my spouse documents. I attached BOA cashier check of 1100 USD for 2 applicants also. I wish consulate has provided me proper explaination in separate document as they provided for you.

One more thing I need to check with you. Currently I score 72 points on assessment test considering that my English proficiency is high for Reading/Writing/Listening. I didn't attach IELTS score but provided lot of documentation to support that. I know ususally they ask for IELTS score which I was planning to provide if they demand. DO you think that can be the possible reason for my rejection? Does 72 score is not having much buffer for Language proof with documentation instead of IELTS? Does "No REP" mean "No Required Eligible Points"? Whats your thought on this?

Unfortunately they didn't send me any such letter which can explain me on this...Can you please share what was the problem with your documents? As you mentioned that you also had same comment text as mine. It migh be because of same issue.
