You just don't get it, do you? The system wants to make money, but the OPs wife left the scene of the accident /touch/scratch or what she calls it. That's a violation that cannot be compared to traffic tickets. What if someone got touched, or scratched?

sometimes it is easier not to say anything , but I have to ask , what if your wife had hit someone. would she drive away in panic too ? I am not a mean person but it is hard to feel sympathy for her situation.
