You may want to speak with an immigration lawyer about this. I'm not sure what impact it might have on your application, but -- with all due respect to the very knowledgeable and helpful posters on this site -- you are probably better off getting information from someone who deals with these sort of matters professionally.

Topic: FBI record request

I've found that indicating urgency on your request letter can help speed the process. My wife had submitted her prints in mid-January for a job here (Canada) with children. Her prints took over three months to return. I submitted mine in March, with a note indicating that I needed them quickly and had them back to me within 6 weeks. They actually arrived before my wife's.

Topic: Appeal Against Negative decision/options after Refusal letter

I haven't made my way through all the procedures, but I would advise you to talk to a lawyer in Canada. Immigration officers have discretion to admit people who don't meet the necessary points but the officer feels could sucessfully establish themselves. If you have in-demand skills you may be able to have your case re-evaluated.
