I got the same letter requesting the IELTS score. But I sent them myslef because I was not sure about my score. Thats what

one lawer told me not to send the score card untill you get the required socre.

And I think you are fine. The letter shows at the bottom of the letter that you will not be notifed if CIC has received your

score card.

As long as you have valid IELTS you can show them if, God forbidden, reject it.
