What kind of documents are you going to submit? Do you think you will get more than 8 points without IELTS?

Topic: Maximum Points without IELTS

I have applied for Skilled labor immigration in Buffalo and received a request to take IELTS. I have 8 years exp in IT with 5 years USA experiance and did schooling and engineering from India in English. Lets assume that I provided all sufficient evidences about my English skill e.g. letters from college, school, employer etc. If I do not submit my IELTS, what will be the maximum mark I will get in English Skill? I am hoping for 12...
