ask her -why H1b copy (as per list C) and driver license (as per list B) is not sufficient?
EAD is part of List A. And there is 'OR' condition between (LIST A) and (LIST B + List C)

Also, I-9 form is for your employer only. s/he don't file/report it to any govt agency. (see this quote from form I-9 page 2 - "This form is not filed with USCIS or any government agency.
