The procedures are just like any application.
I-140 based on NIW or EB1A (both do not need employer sponsrship).
I-485 can be applied but one has to have either a waiver of the 2 years home requirement or not subject like my case before approval.
There are a number of things though one has to know before throwing this application including inability to renew a DS-2019 after I-485 application, inability to leave the country and enter on a J-1 or J-2 visa. If one leaves the country, he has to enter with AP even with a valid J-1 visa since it is no longer valid because it is not a dual intent visa like H-1. I have suggested to a freind before to renew his DS-2019 to the max and then start the waiver (if needed) and I-140/485. (this is better since once you apply for waiver, you cannot renew DS-2019).

Here is my case.
I have NIW approved I-140 application on Feb 2008. On May I submitted my I-485 and got approved in 187 days.
First of all, I did not use any lawyer and all I paid was the application fee, the photos fees and the fedex fees. I received a tremendous amount of help in filling both application from members of this forum as well as immigration portal forum.

I am on J-1 (Not subject to 212(e)). When I submitted my application, I just made a photocopy of my visa which had this statement printed. Although I had a letter from the department of state, but at the time I sent my 485, I did not have the letter in hand. I was sure I will get an RFE to prove that I am not subject. but I was never asked.

My spouse was on J-1 in 2000, subject to the 2 years, he went home and spent 27 months and therefore fulfilled his requirement. However, at the time of application, I did not have a copy of his old IAP-66, I was sure I will get an RFE for that. But I was never asked.

We are from a country required to do NSEERS. I expected an RFE about that, But I was never asked.

My husband served in the army and I clearly stated it in his application. I expected an RFE to explain it. But I was never asked.

I used to get the WIC earlier as well as housing assistance. I expected an RFE but I was never asked.
I had a straight forward approval and today I received all the cards in the mail.

I hope this may help some of the people in this forum.

Yesterday was a happy day for me as I saw all our 485 applications updated: On Nov 4th, we mailed a notice welcoming this new permenant resident.

I received today a response to SR my husband created for his pending EAD for 185 days:
Due to the high volume of expedite request for this case type, we are strictly enforcing the criteria that has been set for these expedite requests. While your situation appears serious, you have not provided evidence of an extreme emergent need.
Pending security clearence.

Now I do not understand, is it pending security clearence or is it not eligible for expedite? Please note that receipt date for this EAD is on May 1st
This letter was dated Oct 30.

Now hold on!
On Nov 4th, the website says: we mailed a notice welcoming this new permenant resident.

Today, after receiving this letter in the mail, I am thinking one of 2 things:
1- The response to the SR is just typed by a lazy person who does not want to look at the case or do anything at all and at the end says pending security clearence.
2- It is really pending and the update of my I-485 is a system glitch! SCARYYY
