Topic: Finding a pattern for long pending applications

I want to open this forum to identify pattern for long pending applications, which is beyond reasonable causes. It could be strange one, who knows. So far, I suspect two reasons:
1. Previously withdrawn application
2. Frequent logins to online system to check the status

Please propose yours and if your application is long pending (let's say 100 and more days) and not conversion case or mailed application - write your ideas here

Permanent Program Data

The data available for the Permanent Labor Certification Program is for applications that have been received and entered into the Department of Labor tracking system. The data does not include information on applications pending at the State Workforce Agencies at the time the data was assembled.
