I am with Company A and Company B applied using substitute labor. I was not in Company B payroll at all. Then Company B withdrawn my I -140 some 4 months back. But they got RFE on I-140 before withdrawn. Can Company B reopen Withdrawn I140 & Denied I485 through MTR/Appeal?

I am in 6th year H1B now.
Any suggestions from experienced people will be appreciated?

My I-140 withdrawn 4 months back. Because of I140 withdrawn I485 also got denied.
Is it possible to apply MTR with the same company now?
