Other thing to note is that it does not take country of origin into account..so the avg time is meaningless if you are one from one of the non-ROW countries...

Exceptions will always be there...I am talkinG of a trend (if you sort the data by date of I140 application - most ppl who have got it approved are from ROW...

Any specific reason why NON ROW is SLOWER ? Is there a quota system in 140 as well?
