Please refrain from using ALL CAPS.

You can provide exactly that, a letter to attest that you are from an English-speaking country and that you have been speaking English since you were a child. You further state and provide proof that your education and work experience communication is in English by providing letters from each organization/company. If your parents are Americans, UK or any other well-known English-speaking country, it would be helpful to also indicate this in your letter.

In any case they will request you to take IETLS. You can tell them to evaluate your English skill based on all the proof you have submitted above or just take the IELTS.
