PR is part of the United States. I fact, when you take a trip down there you don't even have to pass immigration when coming back the the continental US.

Topic: USCIS Continues to Receipt July Visa Bulletin Adjustments
U.S. Citizenship and Immigration Services (USCIS) continues to catch up on initial data entry and issuance of receipts for the more than 300,000 employment-based adjustment of status applications and related filings that were submitted pursuant to the July 2007 Visa Bulletin. Cases filed in mid-August are now moving through the frontlog, though many cases are taking longer than official estimates. USCIS is projecting that it will finish receipting July Visa Bulletin filings by the end of October, but despite the agency's optimistic forecast, receipting could continue into November or beyond.
Texas: According to the latest USCIS report, the Texas Service Center (TSC) has issued filing receipts for employment-based adjustment applications, work authorization applications, and applications for permission to travel (advance parole) received on or before August 13, 2007. The TSC has also finished receipting Form I-140 immigrant worker petitions that were filed concurrently with an adjustment application on or before August 13. Note that cases filed at the Texas Service Center may be issued filing receipts from the California Service Center (CSC) or the Vermont Service Center (VSC). These two centers are currently assisting the TSC in opening and receipting adjustments and related filings.
Nebraska: The Nebraska Service Center (NSC) has reportedly issued filing receipts for employment-based adjustment applications, applications for work authorization, advance parole applications and Form I-140 petitions received on or before August 14, 2007.
URGENT TRAVEL AND RECEIPTING DELAYS
The delay in receipting adjustments and related applications for advance parole has affected the ability of many foreign nationals to travel abroad. The agency is advising those with an urgent need to travel to make an appointment at a local USCIS office to apply in person for an emergency advance parole document. Adjustment applicants with international travel plans should contact their designated FRAGOMEN representative as soon as possible to determine their travel document needs.
ONLINE CASE STATUS SYSTEM DELAYS
USCIS is experiencing delays of several weeks in entering new information to the online case status system on the agency's public website. Even though a receipt may have been issued in a case, the online system may not accurately reflect the current status of a July Visa Bulletin adjustment case or a related application. The agency is reportedly working on the problem, but has not indicated when the information delays will be resolved.
