I dont know if its good or bad. I know we all have pinned a lot of hope on EAD for H4. However, this link (http://www.immigration-law.com/Canada.html) has an entry as shown below. Main point is "The immigration bill is on track to be ready by the end of March".

Inference: If the debate on this CIR starts this spring and say becomes law by summer or fall, then it will actually be faster than the rule making process which involves too many steps like proposed rule review, comment period, publication in FR, Final rule etc. Of course there are a lot of ifs and buts, but the reason for EAD for H4 rule is getting delayed might be because, the actual comprehensive CIR bill itself is going to be ready by end of March and we can expect it to be signed into a law sooner than the rule.

03/03/2013: Reportedly ‘Gang of Eight’ Continue Despite Sequester Battle

There is a concern with the impact of the Sequester battle on bi-partisan efforts for comprehensive immigration reform legislation. Report indicates that the Gang of Eight met on February 28, Thursday and worked over the item by item for the CIR issues. Sen. Flake reportedly said he didn’t think the unrelated bickering over the sequester and other fiscal matters will hurt the chances of the immigration legislation. The immigration bill is on track to be ready by the end of March, he said. Senators McCain, Graham and Flake went to the U.S. House on Thursday to brief U.S. House members working on immigration reform. That meeting also went well, Flake said.
That is a good news.

Hi Friends,

Just want to share my experience,

I applied for passport
posted documents on 03/10/2011,
consulate received date 03/11/2011,
consulate posted date 04/04/2011 and
mail received date 04/05/2011

The weird thing they did is, they did not use the self addressed envelope that I sent. I was tracking using that tracking number of the self address envelope, but it never got updated. But all of a sudden they sent me the passport and it was there in the mailbox (Since I needed to sign, the mail man just left a slip and I went to the post office to collect it). When I saw that in the post office, they had used their own mailing envelope with a different tracking number and not the one I spent $20 on. Anyway I got it and there was no error in any of the details they printed in the new passport. So all went well.

Around March 20th I saw as of Feb 28th, mail application received before Feb 14th was completed. On March 28th, the date is still as of Feb 28th, but they have dispatched until Feb 22nd. So something wrong with the way they update. I think we can assume that as of any date, they are a month behind. SO as of today you can expect everything before Feb 28th has been completed. But this is only my guess and there is no way to confirm it. More people need to give their experience in this thread....

You can upgrade to Tatkal. As per the website Tatkal is given only for very urgent reasons. But people seem to be getting it done via Tatkal even without any reason. But since you have a reason, you should be able to upgrade to Tatkal

In the home page itself there is a link to the notices. Currently it says that Mail applications received before Feb 22 have been dispatched. This is as of Feb 28, but Counter applications have been completed up to March 1st. So this status should be as of March 1st week or so. I applied on March 11th by mail and am still waiting.
