I would say, there is hope that u would get approved soon, keeping in mind that you have a RD from 12/2006.
Also usually RFE's are another sign htat after they receive your replu, they would ajudicate as officer is already working with the case.
Secondly, the LUD on 9/17 also points that ur case is being worked on.
Therfore, keep praying and ur prayers may come true in holy month of Ramadan.

FYI,
I got first email saying mailed the approval notice of permanent residence at 11.00a on 9/17 and then card production at 9.00 pm.
When do you folks think would I get the card?

Haes 75 got GC after LUD on 9/07!!!!!!!
Haes75 on immigrationportal.com got approval today after a soft LUD on 9/07......I am keeping my fingers crossed.
Hope today is the day.

But seems like USCIS already requested all the remaining visas from state department in July fiasco making all categories unavailable.
I have a feeling that they are now using those visas to approve the cases!
