my earlier post,
Finally my H4EAD got approved after close to 120 days.
I had submitted the H4EAD application with just the H4 renewal receipt notice, but had H1b approval and I140 etc.
So, it does work i guess with just h4 renewal notice.

Apply date - 05/08/2017
Approval date - 9/06/2017

I raised 1st SR @ 75th day, then one more on 90th day.

Receipt date - 17th March 2017
Had applied with H1b premium. H1 was approved 27th March 2017

Eligibility

The applicant must be employed with the company and should have a valid passport.
Minimum wage: - The applicant should have a minimum wage as per the Immigration requirements

Till 30 yrs of age: - Minimum salary needs to be Euros 2800
Above 30 yrs : - Minimum salary needs to be Euros 3700

Obtaining the NL Work Permit

Obtaining the Work Permit in itself has 3 important Stages:

1. Stage 1 - Applying for Work Permit.
2. Stage 2 - Attestation and Apostle of Birth Certificate and Marriage Certificate (refer to stage 2 of WP processing)
3. Stage 3 - Visa stamping at the Consulate/Embassy.

My H-1B spouse’s approved Form I-140 was filed by a previous employer. Am I eligible for employment authorization?

For you to qualify for employment authorization based on your H-4 status, your H-1B spouse must have been granted H-1B status under sections 106(a) and (b) of AC21 or be the beneficiary of an approved Form I-140. USCIS does not require that the approved Form I-140 be filed by your spouse’s current employer or by the same employer who filed your H-1B spouse’s Form I-129, Petition for a Nonimmigrant Worker.

Per Murthy.com post....read the last sentences in the paragraph,which esentially says an apporved I-140 from previous employer is valid and spouse eligible for EAD
Eligibility Based on I-140 Approval

The first category of H-4s who will be eligible to request EADs is fairly straightforward. All that is required is that the H1B spouse be the beneficiary of an approved immigrant petition (I-140 form). There are no other requirements or restrictions. The I-140 petition approved for the H1B spouse can be in any employment-based category for which the I-140 is utilized. This includes employment-based, first preference (EB1), second preference (EB2), and third preference (EB3) cases. With an approved I-140, it does not matter how much time the H1B worker or H-4 spouse have spent in the United States. It is also not necessary for the H1B spouse to work for the employer that filed the I-140 petition. The I-140 does not have to have been approved for any minimum length of time.
