Actually, I wouldn't care what he/she was doing/having before approving my case as long as it kept him/her happy ;o)

Topic: When to apply for green card
It's NOT true at all. I didn't even have my H1-B stamped in my passport when I started my greencard application. You can be in OPT and start you GC PERM process. ALL you need is a job and an employer willing to apply for you. Many companies try to lie to you because they know you are somehow tied to them until you get your GC. But sincerely, if a company does this (or a manager in your case) you should think twice about staying working for them.
My first manager told me the GC process in the company wouldn't start until I finished my 90-day review with them. He quited the company a month after I joined and my new manager started the process right away. I asked him about the 90-day rule and he said he had never heard about that! He asked HR and they said there was not such thing. I wonder why he said that to me but I'm quite lucky he resigned because otherwise I wouldn't have my GC approved today :o) (and I don't want to think on how working for him would have been)
A suggestion: try to talk to HR, if they don't help...well, it's up to you if you want to stay working with them but I have a friend who has a PhD, has been working for the company 6 years and they are still giving him excuses not to start his PERM (minimum H1-B time requirements, law changes, company policy changes etc...)
