Topic: Maximum Points without IELTS

I did my BS in the States and MS in Canada but they still ask for IELTS. If you want 16 point, I would suggest you to take exam. It is an easy exam. A friend of mind was in similar situation, he was awarded only 8 ponit despite of having BS and MS from the States and 8 year work experience in North America.

Topic: Traveling while PR application is pending

I am not so sure about visitor visa. I was on similar situation. I was working and need to go back home. You can also call 1800 number on CIC web site they are very helpful too.
I was told that if I have go out of country other tha US I should apply for Entry Visa. It is similar to visitor but under category they wrote W 1. It is valid until my work permit expire.

Sure, if you have a valid work permit, you can apply for entry visa. Then you can re-enter from any other country

Topic: Regarding Immigration

If you are in Canada it should not take that long. I would suggest to call Buffalo and ask whats going on or hire a lawyer.
I am sorry to hear that man

Topic: Traveling while PR application is pending

I am not familiar with Canada immigration laws. If I am working in Canada with a work permit, and I submit the PR application to CIC, am I allowed to re-enter Canada (from another country other than US) while the case is pending ? Thank you.

Sure you can. After you got your permit, CIC will issue multiple entry visa while your work permit is valid. You can travel any where and enter back to Canada.

You will get 15 point for arrange employment. Add 5 more point in adaptbility too. It would be good idea to consult with lawyer.

Topic: Apply PR in Canada

Sorry I did not read all your problem once. Your application will go to Buffalo either you applied from US or Canada. When CIC ask for interview, you can apply for US visa from Canada . If you are working inside Canada in work permit, CIC will most likely wive your interview for your immigration
hopefully this will help
