Dude, You need to do some more research on your own. Have you gone through all the information on AINP at http://www.albertacanada.com/immigration/immigr... ? It gives you a list of Occupations under pressure for AB. I see 2133 Electrical and Electronics Engineers on there. I am not a Network Engineer. You need to compare that job description to what you do currently. If you are able to show those responsibilities in your reference letter from your company, you're good.

Lawyer not necessary at all for AINP - CIC process.
Look for the NOC that most closely meets your job description on http://www5.hrsdc.gc.ca/NOC/

Topic: Photo in PR application

1. No photos needed on IMM008 form when you are submitting to Alberta.
2. Print fresh copies of IMM008 when applying for CIC, attach appropriate number of photos per Visa office guidelines, fix any errors you might have made when submitting to Alberta, sign the form with current date. If you send CIC the same form that you sent to Alberts, with old dates, your application will be sent back.

there's nothing like a bench as far as CIS is concerned.

"I am actually on bench too without paystubs"
that's illegal. you are actually out of status. how would you provide the paystubs when they ask for it?

every state has its own process. some need fingerprint, some don't. some, eg AL, even want the reason in writing. follow the process for that state.

Cherlok's statement is not entirely correct. I-140 Premium Processing IS available for certain H1-B cases:

Unfortunately, if your wife has used all 6 years of her H1, I do not know of any way to extend her working status.
You cannot apply for EAD beacuase you cannot apply for I-485 since your priority date is not current (assuming you are EB2 or EB3). They best option for her would be to get a higher degree.

My wife has a higher degree than I do, and she has been sitting at home for the past 4 years. It seems like its gonna be a long long time before she gets EAD based on my PERM :( We are fed up of this situation like scores of our brethern here, and might be saying goodbye to this unbelievable mess very soon!

You already have your PERM filed. Nobody can predict what will happen in future. Sit back and wait for DOL's decision.

You came back in 2004 so I assume March 2010 is a typo and your 5th year is actually ending in March 2009. In that case, you probably will not hit the date with all the recruitment requirements which take ~ 2 months.

You might want to start looking into Canada also.
