to answer your question as why there is push for illegal immigrants to be legalized is two fold.
There is a significant hispanic vote bank in the USA that both political parties pander to. There exists no such significant vote bank among people who care about H4s not being able to work given that most of the H4s are today able to afford to live the US without working (which a significant portion of the population see as a perk and not a liability)

The second is of course money. There are significant business interests in agriculture and animal husbandry industries which depend on the the illegal (today's) labour. These industries have big lobbying power (which is why the industry employers for these illegals are never prosecuted while illegal labourers themselves are deported routinely).

My point is that expecting politicians and bearaucrats to care and effect rules out of human compassion is naive. Its the money and power(event political votes) backing issues that effect changes in the US system. It believe it is not any different in India either. Welcome to the real world.

When you say fair. it means differnt things to different people.
As far as US citizens are concerned it is not "fair" to them that the labour supply is increasing and depressing their wages. They are the ones who have the right to vote. They are the ones who the elected representatives are supposed to represent. So it is only fair to them that H4 visa holders never get an EAD if the majority of US citizens are against increasing the labour supply.

So sending mails/postcards to senators/congressmen will have absolutely no effect as H4s are not going to be able to vote.
Moreover currently not many people know about H4. But if this ever comes into the media you can bet that the average citizen sentiment will be AGAIST it, hence incentivizing congressmen/senators to NOT support it. The best shot H4s have of getting an EAD is to keep quiet about this stuff and hope that the lobbyists for companies wanting to retain talent are able to push it through.

Just because you think its unfair no one gives a shit. There are millions of children starving in Africa, that might be unfair but congress is not going to legislate that every one gives half their income to starving african kids.

i had to create an account here so i could make this post.
I find it hilarious that a bunch of H1Bs and their spouses think that they can do things to change laws or procedures in the US. First off I am on H1 and my wife is on H4 and if this were to come to pass it would benefit us. But I am pretty damned sure that these policies/laws are written not by politicians but by lobbyists. The legalization for illegals is vote bank politics. Fairness has nothing to do with it. There is nothing unfair about some H4 person having to wait longer. This indian caste mentality as looking at illegals as subhuman is ridiculous.
If politicians truly represented the interests of the citizens H4 will never be given an EAD. So if you want to be objective about it there is nothing unfair about it. The only reason this has even come up for discussion is because some big companies have lobbied for this as they are afraid theyll lose talent/ or they think they can increase the labour supply and suppress wages. This whole thing about H4 being slaves is just hilarious.
