So is this an outright fraud, where the person never worked on those projects listed? Or is it a case of where no clarity was provided on if he worked there as an employee or as a contractor?

Because if it is simply a situation of him being contractor, and him actually working on those companies' projects, then your argument does not hold water. But otherwise, if the person has zero to do with anything on his resume, then report away.

This clearly has no longterm relevance to EB2 filers then, and appears directed towards EB1 fraud.

I thought there is no path for that upgrade if you aren't a Researcher/Scientist. Please educate me how that can be done (upgrade to EB1), because I would want to upgrade from EB2.

Cheap?? perhaps the WITCHES are ... but not rest of the crowd (on EB2 atleast, and very likely EB3 as well).

And as for EB1A/B, you are unknowingly talking nonsense ... out of gut-feel and not facts.
Agreed that Medical Doctors make a lot, but rest of the PhDs (who are the bulk of EB1A/B) do NOT make more than the non-WITCH IT folks when averaged.

The below is for H1Bs:
“Survey data shows that commercial employers pay far higher salaries than academic employers, and that average 2014 salaries didn’t exceed $60,000 until after age 34. In 2015, … academic life-science salaries averaged out to $90,843, versus $131,079 in the commercial sector. The university vs. commercial salary gaps are also visible at job-search sites, even though scientists in both workplaces perform similar work. An entry-level postdoc scientist in a university earn[ed] roughly $44,000, while [a] new ‘research associate’ at a minor drug-company earned $70,000.”

EB1-C is an outright fraud because it provides reservation for "International Managers", without allowing competition from Non-resident Local Managers. The lower salaries of EB1A/B lets the EB1-C's low salaries pass through undetected for the fraud that it is.

Not a difficult subject .... the EB2's complaint is straightforward ... and it is that:
An EB2 has no path to upgrade to EB1-C, no matter what management position he or she holds.
This is because this person cannot claim "International Manager" tag, as he is "Local Manager" ... even if he has moved up to being the CEO of the US company.

When you file Supplement J provocatively, does USCIS issue any "Approval Notice" about whether it has determined it as valid for "same or similar" job classification?
Or, does that just sit on your pending AoS file until PD becomes current, and processing of AoS resumes?

Is'int H1 amendment just LCA update, without having to have a new H1 extension/approval?
Why would they object to that?

Another huge flaw in EB1C case is that one cannot port from Eb2 to Eb1C.
So that is discriminatory.
A Director on EB2, working 10-15 years with American firm cannot upgrade, while a random dude from India, with 8yrs exp., can assume a fake title of "Sr. Manager" (in collusion with his company ... which happens almost all the time) and walk right in to his reserved seat @EB1C

So one can understand that those who hold GC will not be affected in any real sense.
Even if you hold an H1B and continue working where you are, you would very likely be ok.

The gray area might lie in situations where a change is effected, like:
1. What about those who hold H1B, and are transferring to another company? Will they be discouraged in any way, like through additional requirements to meet?
2. What if you are on EAD, waiting for AoS, and switch jobs? Would policy discrimination kick in then?
3. What about EB1s?
4. .... yada yada

But perhaps everything will be ok afterall :)

I just did a count for past few months (may to oct) of GC approvals on trackitt, for EB2I, and found that 80+ % of all approvals are for people from PD in 2008.
Why would there be barely any from 2007 or earlier? I thought the July inventory has a enough people waiting from 2007 and earlier, such that if USCIS were to process in the order of PD, then almost all approvals should be from 2005-2007?
Or is it fair to assume that all till 2007 have been cleared up already?

But indeed for "Amazon" it is below par, compared to its compatriots.
I wonder if there is a forum where real people discuss this type of real salary/perks details, for top/sought-after IT companies?
Glassdoor is good, but it still is aggregation and, as I understand, companies can claim their account there and exercise some level of control for what gets published (I may be wrong)
