If you get a job in Canada the process will be faster. Also, PNP (information on the CIC site) is faster than federal applications.
Lastly, this may not apply to you depending on the work visa you have in the US, but take a look at Alberta's new program for holders of H-1B, H1-B1, H-1C, E-3

Are you saying CHC London told you this or someone else (other than CHC) told you this?
Looking at the trackitt, it does seem that the processing has slowed down, but that's true even for those who are UK citizens. I think CHC London has generally slowed down because during the summer months many officers take their vacation plus other officers are pulled into processing visitors and student visas.
I dont think it has anything to do with slowing down for a particular nationality.

Certification for Industrial Engineering
To work in Canada as an engineer you do need to be certified. Unfortunately, I don’t know how to go about getting it. But the certification is usually on provincial level, not federal. So you should first figure out which province you are interested in getting the certification from and then head on over to Google and find the provincial authority that would certify your profession.

If you have the required points at the time of application, I think you should be ok. I don’t know the answer for sure, but the points are based on your past history, not your present or future. So, if at the time of application you had at least 67 points I think it should be ok.

Have you read the instructions for police certification? If so, I am sure you would have read that you need to submit police certificates from every country where you have lived for more than 6 months. So were you in your home country for less than 6 months? If so, you wont need the certificate. If not, you will.
Do yourself a favor and re-read the instructions. Your questions show that you haven’t really read the instructions properly.
CIC website also lists how to get police certificates from each country. I suggest you take a look at that as well:

If you want an answer you have to learn to ask the question properly in the first place.
When you say, you checked the link, which link are you refereeing to, or do you expect us to be able to read your mind? If you are referring to the link I provided in my last post, it specifically says that all visa offices other than US is accepting simplified version. Unless you are applying with arranged employment or provincial selection. So where is the confusion?
If you are referring to another link, would it be too painful for you to provide the link that we can look at and answer your question?
If you want an answer, provide ALL the details or you will never get an answer.

For the US you only need to send FBI records. They may ask you to send police verification from the state(s) you lived in, but usually FBI would be enough. I havent heard them asking for city police record from the US.
I dont think it says city police, it says country police reports. Or are you talking about some specific letter you got from CIC?
I dotn think 6 month or 10 month old records would work. You should get new ones.

Why do you need police records from US cities? CIC asked you for that? That is strange.
Send the records when you get them. If you think it will take more than a few months to gather all information, dont wait to gather it all, ust send as you receive them (or several together if you get them close to each other).
You may want to send via certified mail.
