Mine India/EB3/Aug 2006/Nebraska. I filed my I-485 in July 2007.
140 , EAD , AP...approved.
I am thinking that, right now NE processing july 8th,2007 applications. It is very clear that it will take another 2 years for processing my application. That means by middle of 2010 my application process will complete.
Suppose if the recapture bill pass whether in 2009 or 2010 or by atleast 2011.....I will get my GC immediatly eigther in 2010 or 2011 beacause by that time my application process will complete.
(Even today bill pass i dont get Gc beacsue still they are not yet processed my application and it will take at least 2 years)
(If really they dont like to pass bill, i cant do any thing. It may take another 6years-------but i have a confidance that the bill may pass in couple of years, I mean by the time my application process will complete)
SO FINALLY 100% I AM EXPECTING GC IN 2011.
It just my personal anlaysis.

At the current pace, you should get it on 12/12/2012 :-)
I think you should get it in 2012 / 2013 timeframe if the VISA recapture does not happen till then
