I know this is a bit of wishful thinking but I too suspect the same thing. There are many more cases I saw from the TSC that have been approved under unavailable PD so our hypothesis might not be so off track after all.

The dates move as the VISA numbers are used up. The visa bulletin actually explain how this works, but these dates in the visa bulletin seem to be applicable only to the USCIS mailing room as an application acceptance criteria only.
Here is what I was able to understand from the several posts I read here:
The in-process cases (the ones already submitted and accepted by the USCIS) appear to depend on the number of visas floating in the USCIS computers at the time of adjudication. These numbers in the computer depend on how many visas the USCIS requested as they accepted the new applications.
This would explain why we are seeing EB3 ROW cases adjudicated with PD's way after Aug/2002 (Sep. Visa Bulletin).
Bottom line seems to be, there is no good way to know if all the EB3 ROW cases submitted when the numbers became current in the JUNE Visa Bulletin (for PD's < June/2005) will be approved.
Any better explanation (or better hope)?
