Topic: does layoffs affect perm approvals

I know I am posting it here but needed some experienced views,
my question is
My company is laying off people but they have not yet announced any official layoffs, they are terminating people.
My perm is in the advertisement stage and will be filed shortly.
My concern is does this affect my perm approval
And if the company officially announce that it is laying off will that affect my approval
please put some light to this query

Topic: bad luck continues please advise asap

my perm has been rejected for the second time
first time the reason was the job title and the advertisement copies did not match ,the HR person from my office had sent in mis matched info of another employee,
this time the reason was DOL had three questions to be answered by our HR and ,the lady from HR had quit in the mean time and her substitute did not respond timely,
all docs required from me are ok
its the eb2 category
my question is can the same company file for the third time,is there any restriction, somebody was telling me they cannot do that for same job position and they need to alter the designation,
I have advised the HR to consult a new lawyer ,because the current one is of no use, they want to appeal but that takes a long time then filing a new perm ,pls pls advise me what I should do,it seems bad luck is following me.
