Hi, sorry to hear you get refusal. Try to find more information about "resubmit". But my best guess is, you should submit full application form (including processing fee). If you send the IELTS test result after refusal, it is likely that it will be ignored, because they did not ask for a new test result. Note that the CAD 550 is non-refundable regardless if it results in refusal. Did you use a Simplified Application Process or others? If your IELTS score does not improve, other avenues is to take up French Classes. Have a think about it. Good luck with your plan. Keep up the good hope!

Topic: Buffalo : Notarized Photocopies

The reason may be caused by typo error. I lodged my application on October 2004, Federal Skilled Worker. The Simplified Application Process had not been introduced, then. From what I learnt when I downloaded the information, the requirement was to send notarized copy and translation made by sworn translator (for non-English docs). It cost a fortune, I agree. Good luck with your visa application!
