hey guys, I wriote email CIC buffalo to ask answer to this question. Here is their answer-

"Dear Madam / Sir,

We are not able to inform you at this time how your application might be
affected by the amendments to the Immigration and Refugee Protection Act
("IRPA"). You can find information on the newly passed legislation
"C-50" at the following website:

http://www.cic.gc.ca/english/department/laws-policy/irpa.asp

Canada's Minister of Citizenship and Immigration will be providing
instruction to visa offices within the coming months. These instructions
will be posted at the following website: www.cic.gc.ca when available.

We would appreciate your cooperation in limiting your communications
with our office until the Citizenship and Immigration Minister provides
new instructions.

Canadian Consulate General Buffalo

Immigration Section

buffalo-im-enquiry@international.gc.ca"

it means they themselve dont have clue what to do with applications with AOR date post-27 feb.

Good Luck to everybody.
