Why only EB based?




Because EB is based on your education and skills. Shouldn't be based on your country of origin. The employer that needs a certain level of educated and skilled employee, may not really care if he/she is from a particular country. The education/skills filtering will take place at the employer.



So you too don't care about family based cases from non-ROW?

And in any case, I do not agree with your EB point. The employer gets the employee on visa anyway. The green card is not REALLY for the employer. It's for the employee. The ROW people are there, and it's not their fault so many Indian people are there. If you cancel the per-country quota, ROW people will not stay in the US or not immigrate to the US, and that hurts the diversity. Again, it's not ROW people's fault. not having the quota, would actually make other immigrants hate Indian people, and that would be a shame.
