the best hope we have is by december this year they will adjudicate the i-140s which have been pending since sept 07. again, no guarantees but here is what i based my deductions on:
a. EB3 quota will open again in october.
b. nebraska is trasferring its naturalization application to National Benefits Center (Missouri) by end of September.
c. i just read Ombudsman's annual report and I realised that USCIS actually considers i-140 as one of the four critical applications for which it wants to reduce backlog. two of the other three are i-485 and n-400. and since they have been focussing on naturalization till now they would now like to keep processing times for i-140s under control. as of now at TSC it is 12 months and at NSC it is over 15 months.
this i-140 backlog has put me in a bad position as well. people from ROW who applied 3 years after me are getting their GCs. I really hope that USCIS stops accepting concurrent i-140/i-485 atleast that way i-140s already filled will get preference.
the three immigration bills in Congress are going nowhere this year as far as I can say. good luck to all of us!
