It can happen quickly! My timeline...

Where would one check to see if this is a possibility? Does this only apply to citizens of countries who don't require visas to enter Canada? My wife is Indian, and we were under the impression that the Canadian embassy in India would not issue her a temporary resident visa, on account she would be considered high risk to overstay. If we told the embassy that her permanent residency appication was ongoing, would that be considered sufficient reason-to-return for them to consider issuing a temporary resident visa? I'd really like her to come with me when I return to Canada in September, but it doesn't look likely that her PR application will be processed by then.

Any advice or other info would be appreciate.
