I am a U.S. citizen, but that did not further my case when I came to Canada to visit. The border agent told me that if my case was not already in progress, he would have made me return to the states. My case had not finished processing (I had only received an approval letter from CIC), but I had a referral number from my application receipt. In other words, the fact that I did have a case number was most beneficial for gaining my visitor's visa. I hope this helps somewhat. I know in your case you have a bigger chance to take..seeing as your wife is in India. Even though, I hope that everything works out quickly for you...I know that it is difficult going through the waiting game.....
P.S. Is this a possibility-submitting a visitor's visa application from the CIC website for temporary stay? CIC has been extremely quick in their replies...I would try it
