I know just a few things, so here is my try. To send in the 485 like you said, your PD has to be before it. Also to get the 485 approved, your PD has to be before it, ie the PD has to be current.

Why does the date go back or retrogress? It is to manipulate the # of approvals (& not the intake in the form of who can send in the applications). Depending on the # of visas that the DOL doles out to USCIS, the latter possibly could take the back the date in reverse.

USCIS is the only entity in the world with a Time Machine :---]



so - in other words - by moving the date forward, they get more applications (=more money), and by moving it back later, they have an excuse to not process them?
seems like a money machine (in addition to time machine).
I would have thought a simple FIFO would be much more effective - everybody can send I-485 whenever he/she pleases, and you work through them in sequence. When you are out of numbers, you stop. Isn't that easier and brings the same result?
