As you may already know, current FBI "background name check program" has an enormous backlog estimated at over 300,000 cases pending.

1. The backlog has halted some areas of immigration process almost to a complete stop. This poses an unacceptable burden on people whose lives are put on hold for many years. Living in limbo has a devastating effect on "the best and the brightest" who came to this country. There are no rational rules or explanations of what is to expect tomorrow.
2. The backlog defeats the whole purpose of the background name check - to deter and prevent certain criminal/security risk aliens from residing in the United States. There is a chance that some aliens applying for immigration benefits who otherwise would not be eligible due to criminal/other concerns may reside in the United States "unnoticed" for many years. Backlog in the FBI "background name check program" thus creates a sizeable national security risk.
