Is processing times based on Notice Date ?
IMHO, its most likely ND. The only time RD comes into play is for counting purposes, i.e. 180 days for AC21. Just on Trackitt, I have seen some cases where people with RD before me, ended up with ND after me. Opposite also true, I have seen cases where people with RD after me, ended up with ND before me!

For processing time standpoint, I believe they go by ND. Which means, service request can only be opened when ND is 30 days past published processing times.
