Substantially Dissimilar position

I am looking for some advice about rules regarding claiming experience from a substantially dissimilar position.

I obtained some experience in prior job that is directly relevant to my current job.I was only spending a portion of my actual time on that experience (perhaps 10% of my time on the job. 15-20% if I include personal time studying about stuff on weekends).

I am currently reviewing a draft of the PERM my attorney sent to me, and I am somewhat confused.
When DOL asks for experience in alternate occupation, I feel confused because on one hand I am being asked to show how the job duties are now directly relevant to my current job but at the same time the job role was different?

Any insight would be helpful.
