Chanses to get EB1 as functional manager

Hello, all!
I've recently switched from L1B to L1A as a functional manager. However according to my HR if I was a functional manager abroad and didn't manage actual people I cannot apply for EB1 process. They say it's been a new approach by USCIS since last year.
- Is it actually true?
- Are there ANY chances to get GC if the one was Functional manager abroad and here as well?
- Can EB1 denial somehow hurt my future applications through EB2/EB3?
