Specialty occupation rfe is nothing to do with your education back ground. First your employer need to prove why this job requires 4 years bachelors degree.

In my company, we have few positions (Software Engineers) are filled with bachelors of science + experience.

In addition to this, USCIS may ask how your education background is related to the job

1121 and 1131. i have never come across any one with 1199 in my friends circle. I personally filed in LIN with 1121 and wage level III on Nov 2nd on regular processing and awaiting my decision

Each case is different, you never know what is written in the petition. Also the employees history, education from university, many more things matter a lot.
